Laplace Diri is a Ganymede located in Greathive Aratel in the R&D section, the second floor, on the right. He lets you trade three enchantments for a random enchant on your currently equipped weapon. He will explain you through dialogue a tutorial on what he does. Laplace can accept both Enchanted and (somehow) Soulbounded weapons or equipment. For each enchant you gave to Laplace, they tally them to mark how many enchants you given to successfully seal the deal. Laplace cannot enchant legendary
