Nishi is an NPC that can be found in the First and Second Sea. She allows you to reroll your Dino appearance (Spino, Allo, and Brachio) for 1 gem, and your Dragon color for 10 gems. It will change your skin material, and color. The changes are entirely cosmetic and do not affect anything except for the look of your Dino/Dragon.
