There are multiple forms of co-op Multiplayer in Saints Row: The Third. Competitive multiplayer modes are not included in Saints Row: The Third. It is not possible to play offline locally using a System Link cable without first buying an "Online Pass" on Xbox live. It is not possible to play any form of multiplayer in Saints Row: The Third with players on a different platform.
