Colonel Vasily Karpov (Russian: Василий Карпов) was a HYDRA operative and former member of the Soviet Armed Forces. Stationed at the Siberian facility, he was given responsibility over handling and deploying Winter Soldier. In December 1991, he sent Winter Soldier to assassinate Howard Stark and oversaw the expanding Winter Soldier Program. By 2016, Karpov had relocated to Cleveland, where he lived in hiding. However, he was found and tortured by Helmut Zemo, who then killed him when Karpov did
